No, I mean very few people know that the processing costs are extremely higher than having spodumene. This is to make it seem that aren't desperate, kind of like bringing Monopoly money or exaggerating your weatlth in order to close a deal or fit in.
The Chinese are savvy when it comes to negotiations, this is a tactic. They love stockpiling, just look at all the low grades of copper and other rare earths they use stockpile in order to control pricing. It's no different with lithium IMO.
