    Maybe they just threw the line in "looking at other options". As this may bluff the NT government into not delaying the future refinery EIS too much and hopefully putting some pressure down the line to get things going??? As I am sure the NT government would not like a news story that they lost thousands of jobs due to red tape (regarding the rare and unseen yellow breasted pigeon) making companies go overseas to create a refinery.
