I find it hard to believe PB could not wrap up a Ti deal given the rapidly rising price of Ti - there must be a shortage in the stuff. More likely, any difficulty he is having is probably because a deal would require environmental approval and Australia's environmental requirement are so very cumbersome nothing can be wrapped up UNTIL we get our environmental approval. It is hard to avoid the feeling that our approval is delayed as much as possible by those doing it AND they would not be unhappy if the delay caused the mine to fail. I am not sure what the NT politicians can do about it, assuming they want it to proceed.
