Yes does take more initially to set up systems and processes in place to have the recurring income coming through. Not much different to setting up any other business in a new location.
Just look at the supermarkets area, when Aldi entered Australia it probably did not turn over a profit for a number of years as the initial costs of setting up outweighed the revenue coming in.
