The locals did "do this". At least some. That's why there has been mining on 'some' of the areas in the past. You said you read the Ind Geo report, so I assume you did include the 'recent history' section in your reading.
Actually it would be more correct to say the landholders did allow others access to their land for mining/exploration activities.
However some did not, for whatever reasons.
The Rosario example in recent ann perfect example of this, with sampling (and mining) ending at historical tenement boundary because the neighbour would not allow them access. Al8 managed to get that ground.
It took Alderan a LONG time to compile all this ground, including much from a family that had been sitting on it for over a hundred years and not done anything with it...for whatever reason.
