Services are then expected to immediately ‘hard launch’ to consumers."

this hard launch october, suggests that all the infrastructure is in place.
they just need to get some cash flowing.

I belive Pgas issued a purchase order some weeks ago stevenjd. So I'm thinking infrastructure is being made ready.
