Babies and toddlers were being used by Victorian parents to cash in on $7,000 first home buyer grants, according to a report.
Nearly 40 children, some as young as one-year-old, had bought homes, accessing the taxpayer-funded grant, The Herald Sun reported.
Three one-year-olds, a two-year-old, six three-year-olds and nine four-year-olds had been nominated under the federal government scheme which has no age limit.
It is believed the state government is seeking to introduce legislation to stop the rort, with Treasurer John Brumby wanting to outlaw the grant to anyone under 18, the paper said.
