A friend has three foster children , from the same mother. Unfortunately the mother is, literally, an idiot, microcephalic, IQ < 70, chronic alcoholic, no partner, just keeps getting pregnant so she can have children; but she's incapable of looking after them. The children are all microcephalic too.
