I believe the 8Mtpa was the "mining" rate, for a 2Mtpa "feed".
Whilst there would be a overburden consideration in the 8Mtpa mining rate, apart from the first initial "pre-strip", one of the big pluses for PLS as I understand it, is the closeness to the surface of the ore body making the strip ratio one of the lowest around.
I would like to think the 8Mtpa mining rate, includes some overburden, but a larger percentage is building the stock pile to allow for wet weather contingencies.
With unpredictable rain events in the Pilbara especially November to March being the cyclone season, it's always best practise to have at least 3 months stock pile to continue feeding the crushers if the pit is water logged for a few weeks.
