Yes a Plebicite would force all registered Australian Voter's to cast an opinion,whereas the Postal Survey is optional, if you're for or against then you're likely to participate. If you're ambliviate to SSM then you probably won't participate. The final outcome of each option is a vote on the floor of Parliment by our elected Representatives. AS.
