How is the scale bogus?
It shows the range from what it is for the years it is, going from the lowest to the highest range within the point, any chart zoomed in to specific time does this so you don't waste so much of the white space with no information on it, if you have 0-490 or 530-1000 added in, it would still look the same for the trend and still show the same chart just with way more added white space.
What you're looking for is to have a bigger range of dates included so it shows the long term trend, however it is very damning that the trend is headed down for that many years, if it was a stock it would be a sell for sure.
It's always good to question and make informed decisions.
