It's an arbitrary statement. That doesn't mean much to anyone.
They moved to goal posts to where the project was at.
Im not sure why people here though cap raising would look like anything other than this. If you look at the companies history if cap raisings it's pretty par for the course.
The big issue is that raisings are occurring at a rate far outpacing value generation.
