Well that is the time when value appears in stocks and is the best time to buy.
Unfortunately for most it feels easier to buy after a big run believing that the party will go on indefinitely when it wont. 90% of investors buy high and sell low.
Buy in gloom and sell into a boom is rule that is guaranteed to work but very hard to apply.
