you would never toll treat this ore. you would lose a bucket load of gold via dilution in stockpiles, tanks, mills, etc. And getting the accounting right would cause huge bunfights.
secondly it is most likely going to need a very good (large) gravity plant to capture the free gold. very few toll treaters would have the right circuit.
yes I agree with you, RMS now looks cheap. but you should allow for 24 hr armed security in each underground stope in any cost estimates!
it would not take much justification at all for RMS to build their own specialised plant for the task. after all it would not take much % loss in the tails to have a pretty good grade in the tailings.....
