Some investors like to sell at round numbers and 3 cents is also a 100% profit for those that bought at 1.5 cents so a bit of selling at 3 cents isn't too surprising to me.
IF there is manipulation going on because of the CR, then whoever is doing it may not want the SP to be over 3 cents, so they stack the sell side at 3 cents accordingly.
It's pretty hard to tell for sure, and any news, good or bad, can change the market in a blink anyway.
