Beaner. The number of shares on the bid side at and above 60c was equal to the number of shares at and below 60c on the offer side. It doesn't matter what the highest number was or what the lowest number was. It is about the entire volume from the matching price up and down. There was more at or above 60c and so some was left on the bid side. There was not more at or above 60.5c than at or below 60.5c because that would mean a 60.5c open and converse on the downside.

Yes they are 'manipulated' for lack of a better word. Algo trades add and subtract shares all the time trying to shift the match price. Buyers will very often reduce their bids by 1 share in order to match 0.5c lower and fill their bids at a better price. Nothing illegal about it however, just part of the game.
