A simple answer is that there are better higher impacts elsewhere than the heavily faulted offshore Perth Basin.
Also look at the oil quality at Cliff Head, its heavy and waxy so the production pipes, export pipeline to shore and road trucking tankers have to be heated to keep the oil from setting.
Still profitable, but more expensive to produce. Would other oil fields contain similar oil? Thats the risk.
