Sp500 is around 1433 but moves with price so I can't say a definite number.
I can't say when a bear is off the table.
There are bullish indications still in effect and the bear is attacking.
The problem is that if the bear prevails, it may well be a sudden capitulation.
If the bull can just hold the for for a couple of months and it should be a struggle then he might be a winner.
Any sharp upmove has to be a sell IMO for a while at least, while any sharp move down is not.
