People seem to be conveniently ignoring the statement "...... and other financing arrangements which are anticipated to be resolved before October 6 2017".
As we know, EVM has been active trying to find alternative financing. As outlined in the preliminary reported announced 31/8/17, EVM states more details relating to financing structure and potential was expected in the coming weeks....
They also discuss the selection of the transmission engineering procurement and construction consultant which they anticipate to be announced in the latter part of September. Timed nicely with the confirmation of finance perhaps?
It may be the "other financing arrangement/s" have come through or are close to being finalised, therefore this empty shell you speak of may no longer be relevant.
Optimistic thinking I know, but what else can you be at this stage right?
