The World Bank gave Africa US$4.2bn to build an oil pipeline from Chad to Cameroon (2003) on the condition they spend the profits from oil sales on the development of Chad.
Two years after completion of the pipeline the African govt siphoned all the profits to purchase weapons and bolster its regime.
I can quote other instances where Africa has totally done a 180 on a deal, or you can just google it.
Africa needs clean water, but they have a reputation of being untrustworthy and that should not be ignored. We can only hope things have changed and this will go through smoothly.
