Yes, it is irresponsible to throw buckets of money around in this fashion - which is why the Liberals should hang their heads in shame for their ceaseless promotion of "clean coal techonolgies" as the panacea to all our woes.
Not only is geo-seqestration unproven (in terms of it's commercial viability in Australia), all the research to date suggests that the parasitic losses (especially from an ethanolamine based stripper-scrubber setup) reduce power generation efficiency to a degree that renders coal fired power less economically attractive than most other technologies.
So if money is going to be splashed around on unproven technologies (in my view, both HFR and CCS are unproven at this point in time) at least splash it around in equal measure
