Not necessary. They never hold quite enough to be considered "substantial" under ASX rules. They could also be given options (which don't count), exercise and sell at their leisure.

In the unlikely event that were to happen then you would have to look at the profit they could make on that revenue. It may well be negative and require still more funding. I suspect that would be the case if a company were to suddenly decide to go into the satellite business.
Then who would provide the funding? No serious investor or bank would put up the kind of money needed to a company with this lengthy record of commercial failure. They would have to raise it in the same way a couple of million at a time to the same "sophisticated types". Eventually they would have maybe a billion on issue or thereabouts.
So I would value them at around 0.2c under this (unlikely) scenario. That would give them a market cap of $20 million. That fairly balances "potential" with a long record of failure, a shaky financial position and a loss making enterprise that at least would have some hope in the form of revenue.
