From memory CRA ( the original owner of the tenements) visited laos in 1991 and after some field reconnasaince started negotiations for a MEPA which took 18 months. Oxiana signed the original Heads of Agreement ( then RIO) in Dec 99 and agreements the following year. The transfer of the shares in the operating company happened in 02. Similarly PNA signed up to buy Phu Bia Mining Ltd (Lao coy) from Normandy Anglo in March 2001 and the government allowed the transfer of the shares in May 2003.
It just takes a long time over there.
