They are 100% certain, in fact they could have completed the finance funding a while back, but... (this bit is my speculation), they had a new board member join who is strong in finance, and they most likely tore up the old deal with the banks and started afresh, plus as you say, with all the new discoveries and improved project parameters, they banks will be giving GCY a great deal. I am confident that we will see the debt facility locked in before the end of the month (if its later than that, then I will be quite disappointed, as this is an important part of meeting their production deadline).
Also agree about the contractor being hired, no way they could sign them on without being 100% sure about debt facility.

If you get time, past company announcements explain the reasons for the late completion of funding.
