What you have to logically believe if you take this as fact is that God was so hacked off with his creation that he destroyed practically all of it to start again. The second attempt was no better so he had to send his Son on a sacrificial mission to put things right. Apparently the third attempt hasn't worked either, so God has to send his Son again to sort out the mess.
What you have left out is the spiritual realm with the rebellion of Satan and his follower, Satan was already a bad apple when we encounter him in Eden. So that needs to be added to your list above.
If you hold a synergistic view of the Bible which is God and man then you could make the case it is God making attempts as you put it and Whereu being partial to this notion of universal salvation that would be the position you would need to hold.
I do not see synergism in the scriptures regarding the creator.
God has a decree that he prosecutes throughout time so in reality we are in attempt one of one attempt.
