When I compare the date of that ann against the chart I do wonder if it was intended to prop up the falling sp at the time. SP did rebound, until it ran out of steam and fell again, with many fingers burned no doubt. The only way they are going to consolidate sp and achieve steady gains from here on imo is by way of major contract announcements as well as release of steadily improving financial metrics. Neither appear close at hand that I know of.
