not necessarily - it depends on whether you are referring to 'collars' or 'curbs'.
it also depends on the time of day of the fall and whether the SEC decides to halt trading for an hour, two hours or close for the day.
they also have the option of changing their own restraints at any time and can shut down the market at their discretion or at the request of the NYSE or the Executive branch of govt.
