jd, i reckon the chinese govt takes the prize for the biggest 'gunna' govt on the globe.. the fact is, they operate a wild west economy under a corrupt central system where the big players don't obey the rules cos the big players are in the govt..ie the red army is a big player and does what it likes.. municipal govts are another..
