The cashflow report as at 30 June showed PLH had less than 2 qtrs of cash left. I can't recall if they've raised anything since, but the stagnant share price may be a function of imminent raisings. Releasing presentations on how good they're going is promotional activity that also seems to indicate a CR in the works. They're going to then keep needing further ongoing raisings to fund development.
I think you'll find that will keep holding back the price for some time.
