To be honest, as a programmer myself, I do find it hard to believe. It's either the algorithm is not well defined, or they have limited access to decent programmers. The hard bit often is coming up with the algorithm and not so much the translating into code. Were there any other investors presented at that time when that statement was made and questions raised? Or the statement was just accepted as true?
