I don't think it's misleading at all. There is nothing wrong with the statement - the physical link to the east will be complete when the NGP is complete. The conditions of access to that pipeline remain to be negotiated.
I wish he would hurry up and finalise that too, but both parts are equally important. You can sign all the access deals in the world but if Jemena doesn't finish the pipeline construction then your access deals are worthless.
