You can release an ann soon after a speeding ticket. If they are waiting on official signatures before they can say a JV is in motion, then they are technically no further ahead than February. If they sign tomorrow then all is cool to ann ASAP.

Correct me if I am wrong but I am sure hypothetically it is possible. Only have to look at EGO,s speeding ticket as a practical example. Pretty much an ann 1 week later. Others have been sooner from what I understand......
