Hi szaba, I agree with you that that is the "legal" situation. But my personal belief if that the government would still declare approval if there was no impediment to the sale at the time or if the buyer was someone they"really would approve of" like Total. In that situation we would have gotten a statement of approval regardless of any dispute from a junior partner.
But irrespective of the government preferences, I do believe they recognised things were not done the nornial way which is why they asked all members to sort it out and no official approval given.
