I spent just over a week there about 7 months after the coup years ago on behalf of a reputable client who had been verified to the satisfaction of the locals to negotiate a transaction. I met the PM, cabinet and numerous senior Government officials and was picked up and dropped back to the airport by the then Attorney General - it was at that time a damm hard place to do business based on my experience - lots of soothing words and positive meetings but you struggled to get anywhere meaningful in negotiations. Ultimately I advised my client it was all too hard and he pulled out of the transaction.
At the time there were all sorts of "Spivs" and "wheeler dealers" mostly from Australia and NZ trying to "do deals" as well as a lot of older expats living it up with local girls who it seemed to me all thought they were going to get back to Australia via their "sugar daddies".
I have no idea if it is the same today - but the saga surrounding AVQ would suggest not a lot has changed.
