Even cursory research into the political, cultural and economic realities in the DRC leads to these conclusions by any serious researcher. Until the postponed presidential election is held, probably in 2019, I don't expect to go within 1 km of a DRC cobalt miner. There are just too many other excellent and far more resources in safe and stable countries--such as CLQ. Don't believe Tier 1 designation has any relationship to political instability, civil unrest and not being able to even ship that excellent resource out of the producing country.
