I guess I would say that it's been addressed in the comms all the way through. If you were to read the rationale behind the public-facing display you would see that awareness of usage contributes to around 20% reduction in energy use, and there are the 'actionable insights' for building managers and owners on top of that.

Also note that the figure you've quoted is not perhaps representative, but you'll find all that when you catch up with the announcements.
