I suspect the decision to withdraw the resolutions was based upon receipt of proxy votes and someone decided it was preferable to withdraw the resolutions rather than publish them as defeated. However if you look at the figures for NW re-election results 63M+ voted against him on that particular resolution and they had to publish that result. So yes a substantial shareholder voted against him.
