People who felt strongly one way or another would have voted, the people that didn't vote obviously didn't feel strongly one way or another. Effectively they said they would accept what ever is the outcome.

Another point is the turn out was greater than in countries that don't have compolsary voting, in those countries they only count votes cast and ignore the ones that are not

Yep, they will never be happy until we have a compulsory vote in a plebiscite.
