I'll bet dollar to a dime it's the native title that's doing his head in. He probably wanted it done at this most recent meeting for the AGM but they've come up with another delay.
They haven't considered the impact on the native LGBT community in the desert or some such. Another report to write, another month, another meeting to schedule before certainty is attached and min licence is granted. He was struggling not to go on a rant there.
