I was doing some labouring work for an industrial electrician a few months ago who is the preferred electrical contractor for a major international pet food manufacturer and helped them install led lights into their factory. They didn't need any other middleman to make it work.
I also work for a university (accounting) and we just engaged with a group like this to do these sorts of upgrades throughout our buildings/campuses as required. It cost something like $7m with their fees about 10%, but we were guaranteed a real dollar value saving that gets measured every year and if we saved enough in energy they get the full amount of the prorated fee for that year. As I understand it, results have exceeded expectations so far.
