just to clarify, what I meant by commissioning the resource, I meant the executor (the eventual owner). I'm asking which miner as eventual owner or part owner will mine this resource and already has a presence in Mali or the nearby region?
I'm leaning towards a Chinese miner because of their central government's policy, any suggestions on which in the realm of practical possibility, much appreciated. @blastfurnace
