My take is a little different.

They state in the part of the Email discussing Indonesia that they are setting up a "head end" at the pgascom data centre and the equipment will be installed and commissioned by Liaqat and the team.
Prior to that they will go to KL for a workshop from 5th-8th Dec.
It also says that the facility in KL can be used as a continuation for services or "an interim facility to deliver content to Smartfren (our first operator to launch services in Indonesia)

So by the look of things they will be able to use the gear at KL to meet launch deadline with Smartfren until the head end in Indonesia is ready.

The call centre was also more to do with Brazil and no impact in Indonesia.

As far as I'm aware Smartfren want the service for December so it seems they have the solution reading between the lines..
