I imagine Sydney/Melbourne and to a lesser extent Brisbane are too attractive to bother looking overseas.
I'd say they already have a lot on their plate now to consider doing both.
The company is roughly funded to the initial stages of each of the current projects, plus a little bit for expansion.
All said and done they'll need to spend a couple of $100M more in capital on each of S2/M2 over their lifetime. (Based on S1/M1 figures)
If they fill up in an orderly fashion, they'll be able to use their own cashflows to fund expansion more. But if they fill more quickly they'll have to tap Debt/Equity markets for support.
