The big difference is that other companies are still on the promise of revenue. NOR has gone past that and generates immaterial revenue. The promise phase has gone (in 2015). It needs actual contracts/revenue agreements to turn it around. Even an MOU might not cut it at this stage as $4-5m a year needed just to keep the lights on.
