we need to know - 'when' that money will be spent - that's the key
we know that if you buy in bulk - you get it cheaper -
so - logic says ----------- you place the biggest order --
if you don't -- we want to know why not.
and, in say 2 months - if that money isn't spent and Bob and Co surrounded by drums of chemical -
for heavens sake ----------- ask why
because if it's not spent PRONTO - then, that 12 million is just an excuse
