From my understanding KfW IPEX-Bank supports our loan application. The inter-ministerial committee is there to decide if the loan will be guaranteed by the German goverment.
From wikipedia, " Decisions on matters of principle and the underwriting of large export transactions are made by an inter-ministerial committee comprising representatives not only of the German Federal Ministry of Economics and Technology but also of the Federal Ministry of Finance, the German Foreign Office and the Federal Ministry for Economic Cooperation and Development."
I think that government bureaucrats will ultimately follow the recommendation of the bank/consultants unless the decision is environmentally/politically sensitive. This gives me a lot of confidence in a positive outcome. It would be as if we had a scheme were by the government would guarantee your mortgage repayments. If the bank supports your application for a loan after due diligence then the government would most likely approve it unless there was something odd.
