I'm guessing the only reason Rudd and Garrett have avoided mentioning the CETO project directly so far is that Howard got in first and it would be seen as being another Rudd "me-tooism". If Rudd gets in however, that problem is gone and CETO will be at the forefront of his renewables push.
Personally I think that we will see fast growth with either govt in power as they are now seeing the huge public support for renewable energy and the demand for clean drinking water (personally I would much rather drink desalinated seawater than recycled sewage).
Also don't forget that CETO has a great deal of support through the state Labor govt's. The support for this technology is not party dependent.
