Yes in economics (and anything else really) referred to as the opportunity cost. I totally agree it has cost us a lot to be invested in this perpetual non performer. Just putting the coin in the bank would have been better at +2% interest. That meager amount is a lot better when compared to the -13% our comrades in the ELF program are belted with.
Sounds like the person to blame is yourself, don't give away the trade secrets until you have something contractually binding. I hope the fellows at ECT HQ haven't done that. Either way they could have spent the last three years and tens of millions building their own plant.
