i was thinking the "third party" is the problem in finalising the deal, and the fact that they mention "other projects" is a little unsettling. shifts the focus.
if this goes to 10+c or whatever on spec of a deal being secured, and then it isn't, somebodies gonna lose alot of money instantly.
