once the election is called the govt goes into caretaker mode - ie no new decisions are taken or implemented and the departments keep the wheels turning.

the only running the incumbents do is to run off to their campaigns and electorates.

as to states and health funding etc, federal funding of public hospitals has been decreasing - the states have had to do more with less
and if its all the states fault/responsibility why do we have a federal health minister (or education/transport etc)? what has abbott done to solve these problems?
the libs have had 11 years have proved very ineffective in these areas
